Question Presented:
Whether the government-debt exception to the TCPA's automated-call restriction violates the First Amendment, and whether the proper remedy for any constitutional violation is to sever the exception from the remainder of the statute.

The RLC filed in support of neither party but in order to share examples of the valuable customer information retailers provide and the rampant litigation that the TCPA has spawned, such as the food safety recall texts that triggered TCPA lawsuits.
