RILA Adds USTR Veteran to Government Affairs Team
Sung Chang joins RILA after years of service at USTR

Chang will lead advocacy efforts related to trade, a critical policy area for RILA members.
Chang brings extensive experience working on the frontlines of trade policy. Most recently, he served as Senior Advisor for Policy and Executive Communications at the Office of the U.S. Trade Representative (USTR), and earlier as Senior Director for Innovation and Intellectual Property. He also worked as an attorney in the Office of Chief Counsel for International Commerce at the U.S. Department of Commerce and practiced law in the private sector.
“Sung takes the reins of the trade portfolio at a pivotal time for retailers, bringing deep knowledge and experience to the role,” said Evan Armstrong, RILA’s senior vice president for government affairs. “Sung’s time at USTR and the Department of Commerce gives him unique insight into the inner workings of policymaking and will allow him to advocate on behalf of retailers who seek certainty and clarity amid a rapidly evolving trade landscape.”
Chang holds a B.S. in Management from the University of Nevada, Reno, and a J.D. from American University Washington College of Law.
