June Outlook: Political Volatility and Retail Priorities
RILA previews June policy fights on Iran, funding, transportation, retail crime, labor, and supply chain issues.
As June begins, Washington is returning to familiar terrain: Congress faces a lengthy must-do list, while the White House is managing the economic and political fallout from the prolonged conflict with Iran. The administration is reportedly working to finish a deal that would reopen the Strait of Hormuz, but the timing, terms, and broader implications for oil prices are still uncertain. The longer the strait is closed and regional instability persists, the more pressure higher fuel costs will place on the economy. With consumer prices still a top concern heading into the election, any progress that eases cost pressures would matter for both businesses and voters. As election rhetoric heats up, politicians are aiming at targets to blame for higher family costs – creating heightened risk for retailers who are on the frontlines of rising prices with voters and consumers.
RILA is aggressively engaged on these issues because each impacts retail operations – from labor relations and retail crime to supply chain and store operations.
On Capitol Hill, Speaker Johnson and Leader Thune have limited runway before the election to resolve several major items, including a second reconciliation package for Immigration and Customs Enforcement (ICE) funding, a Federal Intelligence Surveillance Act (FISA) extension, reauthorization of the Surface Transportation Act, and regular appropriations bills. Those efforts are complicated by narrow House margins, an emboldened YOLO caucus of recently retired or defeated Republican Senators, and a steady stream of political distractions from the White House ranging from a demand for ballroom funding in the reconciliation bill, to a controversial settlement fund created by the president and the IRS to pay those prosecuted for the Jan. 6 attack. Taken together, the path to finishing this agenda remains difficult for Republican leadership.
RILA will remain active on the Hill this spring and summer, advancing bipartisan solutions on issues that affect retail operations, including penny circulation, rounding compliance, and Senate passage of the Combatting Organized Retail Crime Act. At the same time, our team will continue pushing back on emerging threats, including the Faster Labor Contracts Act and efforts to give Next Nav access to the 900-megahertz spectrum. RILA is aggressively engaged on these issues because each impacts retail operations – from labor relations and retail crime to supply chain and store operations. We will keep engaging aggressively on both fronts and provide updates to our communities.
