As states struggle with how to manage packaging waste, many have made the push towards EPR regulations that move the cost and responsibility of waste handling from communities to product manufacturers and distributors. This responsibility is intended to provide incentives for industry to prevent waste at the source, promote more circular design and establish public-private partnerships to help address waste program challenges. Over 50 EPR bills were introduced this year, but Maine and Oregon became the first two states to pass legislation for packaging EPR. Garth Hickle, Independent Consultant with Signalfire Group (subsidiary of Resource Recycling Systems) provides an overview of the packaging EPR legislation that has passed and important implementation dates and details. RILA also showcases resources and projects they are working on related to packaging EPR.
