Over the last several years, there has been a surge in state and local legislation and regulations banning various single-use plastic products and imposing fees on certain plastics and packaging. These policies are often part of or coupled with policies to make producers, including retailers, responsible for the packaging they produce under a subset of policies known as extended producer responsibility (EPR).
