Retailers Welcome Bill to Provide More Tariffs Oversight

The Retail Industry Leaders Association (RILA) today welcomed legislation introduced by Representative Stephanie Murphy (D-FL) that would increase the system of checks and balances in place surrounding the implementation of tariffs. The Reclaiming Congressional Trade Authorities Act of 2019 would require Congressional approval for any national security tariffs longer than 120 days and allow Congress an opportunity to review and potentially block the implementation of non-national security tariffs.

“We’ve seen the tremendous disruption a tool like tariffs can have on retail supply chains. Having Congressional oversight and checks on delegated tariff authority will help inform policymakers on any potential impact, particularly on American consumers and businesses. Retailers thank Representative Stephanie Murphy and Senators Tom Carper and Tim Kaine for introducing this legislation,” said Hun Quach, RILA vice president of international trade.

Companion legislation was introduced by Senators Tim Kaine (D-VA) and Tom Carper (D-DE) in March.
