Phyllis Harris is the senior vice president and chief compliance officer at Walmart. Previously, Phyllis was responsible for developing and overseeing environmental compliance programs for the company as vice president for environmental health and safety compliance.
Prior to coming to Walmart in 2006, Phyllis served as the deputy assistant administrator for the United States Environmental Protection Agency (EPA) in Washington, D.C., where as the senior career official for the Office of Enforcement and Compliance Assurance (OECA), she directed the development and execution of national enforcement, compliance assurance, NEPA, and environmental justice programs and policies. She also served as the deputy ethics official and the senior resource official for OECA and was responsible for developing and executing diversity and quality of life programs for all 700 Washington, D.C. based employees. Prior to her appointment as deputy assistant administrator, she served as the regional counsel for US EPA’s Southeastern Office in Atlanta, Georgia.
Phyllis received her law degree from the University of Florida, Levin College of Law and her bachelor’s degree from Converse College in Spartanburg, South Carolina. She is on the Board of Directors for the Environmental Law Institute; on the Board for the University of Florida’s Environmental Law and Land Use Program; and on the Board of Directors for the NWA Headstart Program. Phyllis served as the Co-Chair of the Retail Industry Leader’s Association’s Environmental Compliance Subcommittee and is a past Trustee of Converse College, one of the oldest women’s colleges in the United States.
